This is a planning, expo, exhibition, and cultural center; designed by Salvador Arroyo, it was honored to be named in the top 10 of the prestigious International Architecture Awards (Chicago) in 2019.

Ha Long Dolphin Palace consists of two main blocks: the Dolphin block and the Seashell block, connected to each other by an elevator and escalator system. The dome above is designed in the shape of a seashell nearly 320m long. From afar, these designs resemble a swimming dolphin, which is why this place was named Dolphin Palace.

Inside Ha Long Dolphin Palace are more than 300 booths, service areas, a large conference hall, and a miniature cinema, all serving to host events, fairs, showcases, and exhibitions. The outdoor space is utilized for organizing cultural exchange activities and domestic and international trade promotions.
